This citizen-led process is designed to ensure that taxpayer dollars are used wisely, effectively and transparently.<\/p>\n<p>That process is led by the <a href=\"https:\/\/www.orangecountyfl.net\/FamiliesHealthSocialSvcs\/CitizensCommissionforChildren\/CitizensReviewPanel.aspx\">Citizens\u2019 Review Panel for Human Services Advisory Board (CRPHS)<\/a> \u2014 a volunteer group of trained residents who evaluate nonprofit proposals, review program and financial documentation, and make funding recommendations to the Board of County Commissioners. The CRPHS was established in 1995.<\/p>\n<p>\u201cThe Citizens\u2019 Review Panel plays a critical role in ensuring the Citizens\u2019 Commission for Children fulfills its mission with integrity and accountability,\u201d explained Angela Chestang, division manager of the CCC. \u201cBy involving residents from diverse backgrounds, we ensure funding decisions reflect community priorities and lived experiences.\u201d<\/p>\n<p>The CRPHS uses a multi-step evaluation process to review each nonprofit\u2019s proposal. Panelists assess program design, staffing, budget management, outcome measures and long-term impact. They also evaluate each organization\u2019s financial stability, cost efficiency and capacity to deliver measurable results.<\/p>\n<p>\u201cOur panelists take this responsibility very seriously,\u201d added Chestang. \u201cThey look at data, evidence of success and community need. The goal is to ensure every dollar supports programs that demonstrate strong outcomes and provide real value to local residents.\u201d<\/p>\n<p>Established thirty years ago, the Citizens\u2019 Review Panel enhances transparency in how human services funds are distributed. A 2018 study by <a href=\"https:\/\/www.forefrontcorp.com\/\">Forefront, LLC<\/a> identified key priorities \u2014 from youth prevention to homelessness \u2013guiding investments where they are needed most.<\/p>\n<p>For the Spring 2025 funding cycle, the CCC approved grants for a wide range of organizations \u2014 including the <a href=\"https:\/\/bgccf.org\/\">Boys &amp; Girls Clubs of Central Florida<\/a>, <a href=\"https:\/\/elcoforangecounty.org\/\">Early Learning Coalition of Orange County<\/a>, <a href=\"https:\/\/give.feedhopenow.org\/campaign\/733874\/donate?c_src=ads&amp;c_src2=rkdmedia&amp;utm_campaign=rkd_2025_holiday&amp;utm_source=google&amp;utm_medium=cpc&amp;gad_source=1&amp;gad_campaignid=10140982699&amp;gbraid=0AAAAAC5052vexJFjQ5gF8KJyeUFYQ_I96&amp;gclid=Cj0KCQiA6Y7KBhCkARIsAOxhqtOvIQS3Fq6k3h7GSrz-f_cHKX89ihA5BfTIBnlGwxCVyvWqZRzVdl4aArOKEALw_wcB\">Second Harvest Food Bank<\/a> and <a href=\"https:\/\/loveouryouth.org\/\">L.O.V.E. Our Youth, Inc<\/a>.<\/p>\n<p>Funding from the Commission has allowed L.O.V.E. Our Youth to expand its Youth Violence Prevention Program, which focuses on mentoring, leadership development and social-emotional skill building.<\/p>\n<p>\u201cWith support from the CCC, we\u2019re able to reach more young people and provide safe, empowering spaces where they can learn conflict resolution, make positive choices and grow into future leaders,\u201d said Lasheena Williams, founder and president of L.O.V.E.
