SUBJECT: Orange County Intergovernmental Services Agreement (IGSA) with the U.S. Marshals Service (USMS) – Update<\/p>\n

On February 13, 2026, Mayor Demings provided a letter to the U.S. Marshals Service (USMS) elevating the severity of our current Intergovernmental Services Agreement (IGSA) negotiations with them. Within his letter, Mayor Demings provided a deadline of March 13, 2026, to conclude our negotiations on this matter.<\/p>\n

The USMS has provided a prompt response to Mayor Demings\u2019 letter and has indicated a willingness to further negotiate our rate of reimbursement under the IGSA. The USMS has requested an additional eighteen days to conduct negotiations with Orange County, extending the deadline to March 31, 2026. Mayor Demings has endorsed their request, and we will continue to conduct negotiations through the extended timeframe.<\/p>\n

SUBJECT: Orange County Intergovernmental Services Agreement (IGSA) with the U.S. Marshals Service (USMS)<\/p>\n

Dear Ms. Ogburn:<\/p>\n

On August 11, 2025, the Orange County Corrections Department initiated a request to renegotiate the terms of our Intergovernmental Services Agreement (IGSA) with the U.S. Marshals Service (USMS), specifically as it relates to the reimbursement of Orange County’s costs to house federal inmates. On August 12, 2025, the USMS provided a prompt acknowledgement of our request, and provided an anticipated timeline of 120-day timeline for conducting the follow-up negotiations. Since that time, the deficit under which Orange County Government has operated to provide housing for federal inmates has grown exponentially.<\/p>\n

On December 22, 2025, I sent you a letter outlining the dire circumstances surrounding our reimbursement agreement and requesting your immediate attention toward renegotiating our agreement to a rate that fully reimburses Orange County for expenses incurred for housing federal inmates. While I realize your office has responded to each of our communications, to date, the USMS has not offered a reimbursement rate that’s reasonable to our requests.<\/p>\n

It has been six months since our original request to renegotiate our IGSA, yet little progress has been made toward resolving this matter. At the same time, Orange County continues to bear the operational and financial burden of housing federal inmates under our IGSA. The lack of your ability to offer us a fair and reasonable rate of reimbursement within an exceptionally reasonable amount of time has put Orange County in a remarkable position.<\/p>\n

I request your immediate action to fairly resolve our contract negotiations by March 13, 2026. If by March 13, 2026, we have been unable to successfully renegotiate the rate of reimbursement under our IGSA, Orange County intends to conclude our negotiations with the USMS and move forward in considering future options available to us. As you are aware, one of the options the county may consider will be to terminate our IGSA with the USMS.<\/p>\n

While I recognize the impact that the lack of an IGSA may have on the operations of the U.S.\u00a0Marshals Service, my responsibility to the people of Orange County, Florida, is to ensure our citizens are fairly represented under the terms of our agreement with the federal government.<\/p>\n

Thank you for your prompt attention to this matter, and I will look forward to your response.<\/p>\n
