\n<\/u><\/strong>Item D-1: Resolution in Opposition to US ICE Detention Facility in Unincorporated Orange County
\n<\/strong>This item calls for approval of a Resolution of the Orange County Board of County Commissioners (BCC) opposing the location of a United States Immigration and Customs Enforcement (ICE) processing or detention facility in warehouses within unincorporated Orange County. Action requested: Approval of Resolution <\/em>(County Attorney)<\/p>\n

Item I-4: <\/strong>Affordable Housing on Religious Institutional Lands Program
\n<\/strong>This item calls for the approval of a program to allow affordable housing on properties owned by religious institutions with established places of worship, regardless of zoning. The County’s Affordable Housing on Religious Institutional Lands (AHRIL) Program is another strategy for the Housing for All Initiative, and includes detailed development guidelines, such as a mandate that 100% of the units built meet Orange County’s affordability standards. Action requested: Approve the AHRIL program in Orange County.<\/em> (Planning, Environmental, and Development Services Department)<\/p>\n

Item I-6: Funding Agreements for Infrastructure and Public Facility Improvements
\n<\/strong>This item calls for the approval of $37.4 million in agreements with the cities of Orlando and Ocoee to fund infrastructure and public facility improvements using federal disaster recovery funds tied to Hurricane Ian. The funding comes from the U.S. Department of Housing and Urban Development’s Community Development Block Grant\u2013Disaster Recovery (CDBG-DR) program, which provided Orange County with $219.7 million to address long-term storm impacts. Action requested: Approval of Capital Improvements and Infrastructure Subrecipient Agreements between Orange County and the City of Ocoee for $486,627, and the City of Orlando for $37 million, regarding the CDBG-DR Program. <\/em>(Housing and Community Development)<\/p>\n

\n<\/u><\/strong>Item A-1: Selection of Firm to Provide Program for Adult Victims of Human Trafficking
\n<\/strong>This item calls for the selection of a firm (and an alternate) to provide a Short-Term Residential program for adult victims of human trafficking. The provider will offer crisis intervention services in a safe and stable environment in a County-owned facility where victims can receive services toward recovery while more permanent, safe, and stable housing is secured. Action requested: Selection of a firm and an alternate from the following firms: Aspire Health Partners, Inc., and Family Endeavors, Inc., and authorization of the Procurement Division to negotiate a contract for a five-year term with a budget of $3.75 million. <\/em>(Community and Family Services Department)<\/p>\n

Item B-1: Contract <\/strong>Amendment for Orange County Convention Center Grand Concourse Expansion
\n<\/strong>This item calls for the approval of a $345.5 million contract amendment with Turner Construction Company for continued work on the Phase 5A expansion of the Orange County Convention Center. The amendment establishes a guaranteed maximum price for major construction elements needed to complete the Grand Concourse improvements. If approved, the total contract value would increase to $474.9 million. The Board will also receive a report from the Citizens Oversight Committee. Action requested: Approval of an amendment with Turner Construction Company, adding $345.5 million to the contract for Phase 5A improvements to the Orange County Convention Center Grand Concourse. <\/em>(Orange County Convention Center)<\/p>\n

Item B-2 and B-3: NBA All-Star Week and the International Olympic Qualifier Series Road to LA28 Summer<\/strong> Olympics
\n<\/strong>Jason Siegel of the Greater Orlando Sports Commission will make a presentation to the Board and request Tourist Development Tax (TDT) funding to support bringing both the NBA All-Star Weekend in 2029 or 2030, and the 2028 International Olympic Qualifier Series \u2013 Road to LA28 Summer Olympics, to the region. Action requested:<\/strong><\/em> For Item B-2, a<\/em><\/strong>pproval of up to $20 million in TDT funding <\/strong>to support a bid to bring the NBA All-Star Game Week to Orlando in 2029 or 2030, <\/strong>along with up to $500,000<\/strong> to reimburse the Greater Orlando Sports Commission for event pursuit expenses.
