Consent Agenda:
\n<\/u><\/strong>Item E-1 and E-2: IGA agreement with U.S. Marshals and Basic Ordering Agreement with ICE
\n<\/strong>The Intergovernmental Agreement (IGA) allows the U.S. Marshals Service and other authorized agencies to house federal detainees at the Orange County Corrections Department. The Basic Ordering Agreement (BOA) provides for the temporary housing of individuals subject to immigration detainers. Although ICE is no longer a party to the IGSA, the BOA satisfies Section 908.106, Florida Statutes, which requires county correctional facilities to maintain an agreement with ICE for this purpose. Each agreement will take effect once it has been approved by the U.S. Marshals Service (IGA) and ICE (BOA). Action requested: Approval and execution of the Office of Detention Services Intergovernmental Agreement between Orange County and the U.S. Department of Justice United States Marshals Service Prisoner Operations Division, for housing Federal prisoners, and the approval and execution of the Basic Ordering Agreement between Orange County and the United States Immigration and Customs Enforcement. <\/em>(Fiscal and Operational Support Division)<\/p>\n

Item H-4: Updates to Traffic Calming Program
\n<\/strong>The Board will consider updates to Orange County’s Traffic Calming Program to expand safety measures to reduce speeding and improve neighborhood road safety. The proposal would also eliminate the requirement for residents to help fund projects, with Orange County fully funding eligible traffic calming improvements. Action requested:<\/em> Approval of updates to the existing Traffic Calming Program through additional Traffic Safety Countermeasures and the allocation of requisite funding. <\/em>(Traffic Engineering Division)<\/p>\n

Briefing on Potential Impacts of State Property Tax Reform
\n<\/u>Before the Discussion Agenda, the director of Orange County’s Office of Management and Budget, Kurt Petersen, will brief the Board on the potential fiscal impacts of property tax reform proposals under consideration by the Florida Legislature during its special session.<\/strong><\/p>\n

\n<\/u><\/strong>Item B-1: Resolution to Place the One-Mill Referendum on the November 3, 2026, General Election Ballot
\n<\/strong>The School Board approved a resolution to place the continuation of the one-mill ad valorem referendum for school operational funding on the November 3, 2026, General Election ballot. The referendum would extend the existing millage for four additional years to support teacher and staff compensation, academic programs, arts, athletics, and student activities. Action requested: Approval and execution of Resolution of the Orange County Board of County Commissioners regarding resolution of the Orange County School Board directing the Orange County Board of County Commissioners to call an election for a referendum to be placed on the ballot of the November 3, 2026, general election.<\/em><\/p>\n

Work Session Agenda:
\n<\/u><\/strong>Item B-1: Mobile Temporary Overnight Shelters
\n<\/strong>Staff will provide an overview of typical operations related to the use of buses and trailers as temporary shelter for the unhoused population, including current Orange County regulations and how similar operations are regulated in other jurisdictions. This presentation will also include proposed code amendments, including creating a new use category – Mobile Temporary Overnight Shelters (MTOS), along with recommended next steps. This item is for informational purposes only; no action is requested. <\/em>(Zoning Division)<\/p>\n

\n<\/u><\/strong>Item D-5: McCulloch Road PD&E Study
\n<\/strong>The McCulloch Road Project Development & Environment (PD&E) Study evaluated proposed improvements to McCulloch Road from Ken Dixon Way to North Tanner Road, including widening the roadway from two to four lanes with a raised median, and adding new sidewalks to improve pedestrian access and safety. Members of the public will have an opportunity to provide comments during the public hearing. Action Requested: Approval of the study’s findings and recommended improvements<\/em>. (Transportation Planning Division)<\/p>\n

Item D-6: Chuluota Road PD&E Study
\n<\/strong>The Chuluota Road Project Development & Environment (PD&E) Study evaluated potential safety and operational improvements along Chuluota Road from north of State Road 50 to Lake Pickett Road and considered three alternatives, including a no-build option, widening the roadway to four lanes, and maintaining the existing two-lane roadway with targeted intersection improvements. Members of the public will have an opportunity to provide comments during the public hearing.
