Whether addressing affordable housing, public safety or our economic recovery following the COVID-19 pandemic, I have consistently sought the wisdom and perspective of residents, business leaders and community stakeholders. That same collaborative approach has guided how Orange County plans for the future of its Tourist Development Tax.<\/p>\n
In 2023, I convened a diverse group of community leaders to evaluate how these revenues could best serve Orange County. After thoughtful discussion, the group presented recommendations that were ultimately approved by the Board of County Commissioners, committing more than $1 billion towards projects designed to create jobs, strengthen our economy and preserve Orange County\u2019s position as one of America\u2019s premier tourism destinations.<\/p>\n
Those investments are already producing results.<\/p>\n
The renovation of Camping World Stadium helped position Orlando to host the Jacksonville Jaguars\u2019 2027 home season while their stadium undergoes renovations. The games are expected to generate at least $140 million in economic impact while showcasing our community to an estimated 40 million television viewers.<\/p>\n
At the same time, tourism has remained remarkably strong, with Tourist Development Tax collections reaching record levels. That success has allowed Orange County to double its investment in local arts and cultural organizations to $32 million. Just last month, those efforts were recognized nationally by Americans for the Arts and the National Association of Counties with a Public Leadership in the Arts Award.<\/p>\n
These investments do not simply attract visitors. They create jobs, support local businesses, strengthen our arts community and enhance the quality of life for the more than 1.5 million people who call Orange County home.<\/p>\n
Because our Tourist Development Tax revenues and reserves remain healthy, I believe now is the right time to once again evaluate how these dollars should be invested in the future.<\/p>\n
Florida law clearly defines how Tourist Development Tax revenues may be used. Under Florida Statute 125.0104, these funds are limited to tourism promotion and other legally authorized purposes. Every proposal we consider must meet those requirements.<\/p>\n
Some have suggested using Tourist Development Tax revenues to fund roads, schools, infrastructure or social services. While these ideas deserve discussion, they are not currently permitted under Florida law.<\/p>\n
For years, I have advocated for expanding the eligible uses of these revenues through the Florida Association of Counties and the legislative process. I continue to support giving counties greater flexibility, including the ability to levy an additional percentage of Tourist Development Tax to other community priorities, should the Legislature authorize it.<\/p>\n
Until that happens, however, we must work within the law while protecting Orange County\u2019s local ability to make these decisions ourselves.<\/p>\n
That is why I created the new Tourist Development Tax Citizens Advisory Task Force. Its responsibility is straightforward: gather public input, evaluate ideas that comply with Florida law and make recommendations to the Board of County Commissioners, which will ultimately decide how these revenues are invested.<\/p>\n
During five meetings in recent weeks, the task force heard presentations and pitches for projects and initiatives that would benefit tourism, our local economy, and most importantly, our residents. The Board of County Commissioners will weigh their recommendations at an upcoming meeting.<\/p>\n
Orange County’s success has always depended on thoughtful planning and strong partnerships. The decisions we make today will help shape our economy, support local businesses and preserve our standing as a premier tourism destination. Just as importantly, they will ensure these resources continue creating opportunities for our residents and our community for generations to come.<\/p>\n
