Item D-6: Real-Time Flood Forecasting for Orange County

This item calls for the selection of Halff Associates, Inc. to develop and deploy a real-time flood predictive model to improve forecasting up to 72 hours in advance of severe weather. This capability will enhance Orange County’s emergency preparedness and response, and is funded through the U.S. Department of Transportation, Federal Highway Administration. Action requested: Selection of Halff Associates, Inc. to provide Real-Time Flood Forecasting for Orange County, Request for Proposals, Y26-803-CC. Further request Board authorization for the Procurement Division to negotiate and execute a contract not to exceed $1 million. Item D-7: Wekiwa Springs Septic Tank Retrofit Project
This item seeks approval for a $5.6 million contract to R.P. Utility and Excavation Corporation for Phase 5A of the Wekiwa Springs Septic Tank Retrofit Project, covering the Carol Woods Way and Wekiva Ridge Road areas. The project will replace septic systems with modern sewer infrastructure helping to protect water quality in the Wekiwa Springs basin. Action requested: Approval to award contract to R.P. Utility and Excavation Corp for $5.6 million for Phase 5A of the Wekiwa Springs Septic Tank Retrofit Project (Utilities Division)

Item D-12: Purchase of 355 Acres of Environmentally Sensitive Land in Southwest Orange County
This item seeks approval to purchase a high-priority parcel identified by the Florida Wildlife Corridor within the “Last Green Thread” of the Green Swamp. Acquiring the property will protect vital water resources and preserve a key wildlife corridor for species like the Florida black bear and panther, while expanding an existing corridor across six counties. To date, Orange County has preserved more than 3,400 acres through the Board’s $100 million Green PLACE program. Action requested: Approval of contract to purchase 355 acres of environmentally sensitive land in Southwest Orange County for $15 million (Real Estate Management Division)

Item K-1: Donation of CRA-owned Properties for the Construction of Permanent Affordable Housing
This item calls for the Orange County Community Redevelopment Agency to approve the transfer of Agency owned property to Habitat for Humanity Greater Orlando and Osceola County to support the construction of permanent affordable housing in District 6. The action would authorize a quit-claim deed to convey the land, totaling nearly 42,000 square feet, as part of a previously approved agreement to expand access to affordable housing. Action requested: Approval of the transfer of CRA owned property in District 6 to Habitat for Humanity Greater Orlando and Osceola County for the development of permanent affordable housing.
