Item E-3: Orange County Convention Center Lobby Gardens Upgrades
The Convention Center’s Center-to-Table Gardens is a sustainability initiative that provides fresh, sustainably grown produce for Sodexo Live! and supports the community through various food donation initiatives. This project aims to upgrade the gardens and will include such enhancements as the replacement of 88 high-intensity discharge grow lights with energy-efficient LED lighting. This change reduces energy use, heat load, cooling demands, and maintenance costs, while improving growing efficiency and safety. Action requested: Approval to award an Invitation for bids, Orange County Convention Center West building Westwood Lobby Gardens Upgrades, to PeakCM, LLC for $437,423. (Orange County Convention Center)

A-1: Affordable Housing for Institutional Lands Program
As another strategy for the Housing for All Initiative, Orange County will present a proposal to allow affordable housing on properties owned by religious institutions with established places of worship, regardless of zoning. County staff analyzed available church-owned land and collaborated with community partners to explore how this could expand affordable housing options. Action requested: Staff will seek guidance from the Board on a resolution to implement an Affordable Housing for Institutional Lands program in Orange County. (Planning, Environmental, and Development Services Department)
