Item A-2: Adoption of Film Incentive Program Policies and Procedures
On November 18, 2025, the Board of County Commissioners (BCC) approved a resolution establishing a Film Incentive Program in Orange County utilizing Tourist Development Tax dollars. The Film Incentive Program is a five-year initiative designed to revitalize Orange County’s film industry and boost tourism by attracting film and television productions. Action requested: Adoption of Standard Operating Procedures for a Tourist Development Tax Film Incentive Program, and providing an effective date. (Office of the Mayor)
Item A-4: Transportation Mobility Hubs
Orange County has received a $271,000 federal Community Project Funding Grant to develop mobility hubs. A mobility hub is a centralized location designed for safe, convenient, and reliable access to multiple modes of transportation and offers amenities for walking, biking, and transit use. The mobility hubs will be developed in partnership with LYNX for the LYNX Pine Hills Transfer Center and Orange County Public Schools for Orange Technical College, South Campus. Action requested: Approval of Community Project Funding Grant Agreement between the U.S. Department of Housing and Urban Development and Orange County Government for $271,000 (Office of Sustainability and Resilience).
Item H-2: CDBG-DR Funding for Public Service Partnerships
This item seeks approval of awarding Community Development Block Grant–Disaster Recovery (CDBG-DR) funding to six community organizations to expand disaster resilience outreach for people experiencing homelessness, support recovery and self-sufficiency programs, and increase access to mental health services. The community organizations include Catholic Charities of Central Florida, Inc., Habitat for Humanity Greater Orlando and Osceola County, Inc., IMPOWER, Inc., Operation New Hope, SALT Outreach, Inc., and United Against Poverty, Inc. Action requested: Approval of Public Services Subrecipient Agreements between Orange County and 6 community organizations for a total of $1.27 million. (Vivienda y Desarrollo Comunitario)
Item H-3: Drainage and Flood Mitigation Projects Using CDBG-DR Funds
This item calls for approval of three agreements under the CDBG-DR Infrastructure, Public Facilities, and Mitigation Program for drainage-related improvements in the Cities of Winter Garden and Winter Park, and the Town of Eatonville. The projects will reduce flooding, strengthen stormwater and wastewater systems, and enhance the community’s overall resilience to future storms. Action requested: Approval of Capital Improvements and Infrastructure Subrecipient Agreements for a total of $20 million in CDBG-DR funding. (Vivienda y Desarrollo Comunitario)

District 1 Commissioner Wilson has requested that the Board discuss creating a zoning ordinance to address parking accommodations for buses, trailers, and other movable structures used by homeless shelters and transitional service providers. Item A-6: Update on the IGSA Agreement and ICE Detention (Continued from County Administrator Discussion Items)
Following direction from Mayor Demings at the January 27, 2026, Board of County Commissioners meeting, County Administration, the County Attorney’s Office, and the Corrections Department will provide a brief update to the Board. The update will include current jail statistics related to ICE detainees, the status of IGSA contract negotiations, and a legal review of a proposed moratorium on future non-municipal detention facilities.
