Item B-2: Orange County and Orange County Fire Fighters Association Contract
Negotiation teams from Orange County and the Orange County Fire Fighters Association (IAFF Local 2057) have agreed to a new Collective Bargaining Agreement for Fiscal Years 2024-25 through 2026-27. The agreement, reached after months of negotiations, includes compensation increases designed to strengthen recruitment, retention, and long-term career development. Key provisions include changes to the step pay structure that acknowledge experience, longevity, and professional achievements. Additional articles in the contract support initiatives that enhance workforce stability and operational readiness, which enforce service commitment for residents and visitors of Orange County. Action requested: Approval and execution of Agreement between Orange County and Orange County Fire Fighters Association IAFF, Local 2057 for Fiscal Years 2024-25 through 2026-27. Item C-1: Water Quality Professional Services Funding
This change order funds the development of a plan for 10 bacteria-impaired waterbodies. The plan will include water quality monitoring, source tracking, corrective action strategies, and existing County management efforts, along with a process for responding to bacteria hotspots. This proactive approach is intended to improve water quality and help prevent future bacterial impairments, as recommended by the Florida Department of Environmental Protection. Action requested: Approval of Change Order No. 2, Task Authorization No. 5, Contract Y23-905B, Continuing Water Quality Professional Services, with Geosyntec Consultants, Inc., in the amount of approximately $100,691, for a revised total of approximately $193,570. D-1: Orange County Awarded $150,000 Emergency Financial Empowerment Grant
The national nonprofit Cities for Financial Empowerment has awarded Orange County a two-year $150,000 planning grant to incorporate financial empowerment services into the County’s emergency management readiness program. Services including pre-disaster financial counseling and post-disaster resource navigation will be offered to help residents recover from natural disasters and other unforeseen circumstances. Action requested: Approval and execution of Grant Agreement between the Cities for Financial Empowerment Fund, Inc. and Orange County in the amount of $150,000 and authorization for the Mayor or designee to sign any modifications or amendments to this agreement. H-5: Approval of Amendment Two and Time Extension for the Orlo Vista/Westside Manor Flood Mitigation Project
The Orlo Vista/Westside Manor Flood Mitigation Project funding agreement with the Florida Department of Commerce was approved on April 5, 2022, with approximately $2.5 million in state funding and $7.5 million in federal funding. In March 2026, the County requested a time extension amendment to support closeout activities, extending the period of performance to April 2027. Action requested: Approval and execution of Amendment Two to the Federally Funded Community Development Block Grant Mitigation Program between the Florida Department of Commerce and Orange County for Orlo Vista/Westside Manor Flood Mitigation Project.
