Item D-4: Seidel Road at Summerlake Park Boulevard Roundabout Improvements
Commissioners will consider awarding a $1.47 million contract to American Persian Engineering and Construction LLC dba APEC, LLC, for roundabout improvements at Seidel Road and Summerlake Park Boulevard to improve traffic flow and safety. Plans include multi-lane and single-lane approaches, new sidewalks, drainage infrastructure, lighting, and updated signage and pavement markings. Action requested: Approval to award Invitation for Bids, Seidel Road at Summerlake Park Boulevard Roundabout Improvements to APEC for $1.47 million. (Departamento de Obras Públicas)
Item D-6: Orange County Fire Station #31 Replacement
A proposed replacement for Orange County Fire Station 31will be a two-story custom facility located near the intersection of Dr. Phillips Boulevard and Banyan Road. Replacing a 50-year-old leased station, this project represents a significant investment in modern, purpose-built infrastructure. Fire Station 31 also incorporates safety-focused design elements to reduce firefighters’ exposure to carcinogens, enhanced ventilation, and decontamination areas. Action requested: Approval to award Invitation for Bids Y26-715-RC, Orange County Fire Station #31 Replacement, to the low responsive and responsible bidder, Mulligan Constructors Inc, in the total contract award amount of $8.9 million. Item D-7 and D-8: Contract Amendments with Health Care Center for the Homeless, Inc. and Orange Blossom Family Health
The Citizens’ Commission for Children Division seeks to add nearly $440,000 to contracts with two nonprofit agencies that provide pediatric and dental care to uninsured or underinsured youth across the county. This funding is expected to serve more than 1,300 youth. Of the total, about $252,000 will go to Community Health Centers, Inc. for pediatric, medical, and dental services, and $187,500 will support Orange Blossom Family Health’s primary and preventive dental care. Action requested: Approval of Amendments No. 2 and No. 3 to Contracts Y25-2012 and Y25-2006, adding $187,500 for Orange Blossom Family Health and $252,000 for Community Health Centers, Inc.. Item E-2: Memorandum of Understanding with Housing Connector Inc. and Orange County
The Citizen Resource and Outreach Division is partnering with Housing Connector Inc. through a new agreement aimed at expanding housing access in Orange County. The partnership, funded by Housing Connector, focuses on helping individuals and families facing housing instability find stable apartment homes to live in. There is no cost associated with this Memorandum of Understanding. Action requested: Approval and execution of Memorandum of Understanding by Housing Connector Inc. and Orange County, and authorization for the Mayor or designee to sign any modifications or amendments to this agreement. Item G-1: Local Law Enforcement Immigration Grant Program Award Agreement
The purpose of this Grant Award is to provide reimbursement to local law enforcement agencies and county detention facilities for their participation in state-mandated immigration enforcement activities. This funding is administered as a pass-through under the Local Law Enforcement Immigration Grant Program, which supports cooperation and coordination with federal immigration agencies in the enforcement of federal immigration laws. Action requested: Approval and execution of State Board of Immigration Enforcement Local Law Enforcement Immigration Grant Program Award Agreement Award Number: IG017 in the amount of $100,000 for reimbursement of expenses and participation in related state mandated immigration enforcement activities. Item I-2: Facilities Improvements for Local Nonprofits
This item seeks approval of three Subrecipient Agreements totaling $482,685 in federal Community Development Block Grant (CDBG) funding for facility improvements benefiting low-to moderate-income residents. The funding includes $112,200 for Friends of Children and Families, Inc. to strengthen storm readiness at two group homes; $271,870 for Matthew’s Hope Ministries, Inc. to rehabilitate shower and hygiene facilities serving individuals experiencing homelessness; and $98,615 for Primrose Center, Inc. to improve a facility providing supportive and residential services for individuals with significant disabilities. Action requested: Approval of three Subrecipient Agreements totaling about $482,685 in CDBG funding for FY 2025–2026 with Friends of Children and Families, Primrose Center, and Matthew’s Hope Ministries. Item C-1: Stormwater Utility Update
Commissioners will receive an update on efforts to establish a Stormwater Utility fee, which has remained at $0 since the ordinance was adopted in 1996. The discussion will highlight progress on Phase 2 of the feasibility study, aimed at creating a long-term funding source for stormwater and water quality projects.
