Item B-6: Memorandum of Agreement Between Orange County and the Orange County Fire Fighters Association

Orange County and the firefighters’ union negotiated a new contract covering 2024-25 through 2026-27. The agreement included a pay increase to Firefighter Step 2 after completing department orientation, but that provision was not made retroactive. The County and union have now reached an agreement to provide retroactive pay adjustments to firefighters who were affected between October 2024 and May 2026. Action requested: Approval and execution of Memorandum of Agreement between Orange County, Florida and the Orange County Fire Fighters Association, I.A.F.F., Local 2057. Item D-4: Red Light Enforcement Contract Extension
This item calls for approval of a 12-month extension of the County's contract with American Traffic Solutions, Inc. for red light enforcement systems, from September 1, 2026, through August 31, 2027. The $2.49 million extension is expected to generate approximately $2.83 million in revenue and will enable the County to maintain enforcement coverage during the transition to a new vendor.
Action requested: Approval of a $2.49 million contract amendment for a revised estimated contract amount of $23.6 million. (División de Ingeniería de Tránsito) 

Item D-7: Hearing, Vision and Speech Testing for Children
This contract will provide hearing, vision and speech screenings for children and teens up to18 years old who live in Orange County. The funding will help pay for clinical supplies, testing equipment, and glasses for students who need them. The screenings will be conducted throughout the program by advanced practice registered nurses and a health technology support team. The contract will begin once it is signed and will run through December 31, 2027. Action requested: Approval of Contract Y26-2102, Provision of Community Services, with State of Florida, Department of Health, Orange County Health Department in the estimated total contract award amount of $1.26 million. Item D-10: Shelter and Stability Program for the Homeless
Through a partnership with the Coalition for the Homeless of Central Florida, Inc, this contract will help provide shelter and stability for individuals and families experiencing homelessness, along with case management to help them find permanent housing. On average 1,400 individuals or households enter the Coalition shelter annually. The contract will run from October 1, 2026, through September 30, 2027. Action requested: Award of Contract Y27-2201, Shelter and Stability Program, with Coalition for the Homeless of Central Florida, Inc., in the estimated contract award amount of $522,613.98 for a one-year term. Further request authorization to renew the contract for four additional one-year terms.(División de Salud Mental y Personas Sin Techo) 

Item E-1: State Mandated Juvenile Justice Costs
During the 2025-26 budget work sessions, the Board approved funding for Orange County’s required share of juvenile detention costs. The state estimates the County’s share at $4.79 million for FY 2026-27, but the County is requesting $5 million to cover the additional three months in the County’s fiscal year, as well as any state cost changes that may occur. Action requested: Approval to process payment of Department of Juvenile Justice Invoices for FY 2026-2027 up to $5 million. (servicios de salud y para la familia)

Item F-1: Tourist Development Tax Sports Incentive Funding
Since 2017, Visit Orlando has helped evaluate sports incentive funding proposals for Orange County. In 2019, the Board authorized Visit Orlando to administer the program and enter into funding agreements after Board approval. In 2024, the Board amended the agreement to allow Visit Orlando to fund up to $10 million annually for sporting events, with that amount potentially increasing in FY 2028 as Tourist Development Tax collections grow. Action requested: Approval of the Tourist Development Tax Sports Incentive Committee’s recommendations for sports incentive funding pursuant to the terms and conditions of funding agreements between Visit Orlando and the following applicants: 2026-2028 Naismith Hall of Fame Orlando College Basketball Doubleheader, 2028-2030 College Football Kickoff Game, 2027-2031 Florida Blue Florida Classic, 2028-2029 Pop Warner Super Bowl and Cheer and Dance National Championships, and 2027-2028 MAAC Men’s and Women’s Golf Championships.(Centro de Convenciones del Condado de Orange)

Item I-2: Residential Roof Replacements
This item seeks BCC approval of a $750,000 agreement with Habitat for Humanity Greater Orlando and Osceola County to fund roof replacements and related repairs for approximately 30 homes across Orange County. The project is funded through the U.S. Department of Housing and Urban Development’s Community Development Block Grant (CDBG) program and will support low- to moderate-income households. Action requested: Approval and execution of the $750,000 Subrecipient Agreement between Orange County and Habitat for Humanity Greater Orlando and Osceola County, Inc. (Housing and Community Development  Division)

Item I-3: Plumbing Improvements at Maxwell Gardens
This item is a $538,560 agreement with Grand Avenue Economic Community Development Corp. to replace aging hot and cold water plumbing lines in 64 units at Maxwell Garden Apartments, an affordable housing development serving low-income households. The project is funded through the State Housing Initiatives Partnership (SHIP) Program and will improve the safety, efficiency, and long-term condition of the apartments. Action requested: Approval and execution of the $538,560 Program Administration Subrecipient Agreement between Orange County and Grand Avenue Economic Community Development Corp.  (Housing and Community Development  Division)

Item I-8: Termination of the Tymber Skan on the Lake Condominiums
This item represents a significant step toward addressing longstanding unsafe and deteriorating conditions at Tymber Skan on the Lake Condominiums, where only eight buildings remain after years of public safety concerns and extensive demolition. Staff recommends pursuing equitable termination of the condominiums and using a termination trustee to manage the eventual sale of the property, while providing assistance to affected residents.
Action requested: Approval of a resolution authorizing the County Attorney’s Office to initiate judicial proceedings seeking equitable termination of the Tymber Skan condominiums and related relief for the residents impacted. (División de Servicios a Vecindarios)

Item K-1 and K-2: Expansion of Regional Reclaimed Water Capacity
These two agenda items involving Orange County and the City of Orlando will support the continued expansion and operation of the region's reclaimed water system. The Board will be asked to approve Orange County's $6.75 million share of the 2027 Water Conserv II Joint Facilities Budget, which supports a system that delivers more than 30 million gallons of reclaimed water daily for irrigation and other beneficial uses. The Board will also be asked to approve an amended agreement that will increase the County's reclaimed water transmission and wet weather capacity, as well as provides an additional 2 million gallons per day of reclaimed water capacity at minimal cost to either party.
Action requested: Approval of the 2027 Water Conserv II Joint Facilities Annual Target Budget and the County’s $6.75 million share; and approval and execution of the Amended and Restated Eastern Regional Reclaimed Water Distribution System Reimbursement and Service Agreement with the City of Orlando. The Board will consider whether to advance negotiations with Gateway2040 LLC on a public-private partnership proposal to improve safety and aesthetics at the intersection of International Drive and Sand Lake Road. The proposed improvements would complement the County’s planned pedestrian bridge, with necessary rights-of-way and easements expected to be donated by adjoining property owners. Action requested: Board direction on whether to continue negotiations with Gateway2040 to develop final agreements for future Board consideration. (oficinas de administración del condado)
