Item C-6: Funding for Medical Debt Relief Program
This item would fund the Medical Debt Relief Federal Subrecipient Agreement and its fourth round of what has become the largest medical debt relief initiative in Central Florida. So far, the County’s efforts have eliminated more than $637 million of medical debt for over 427,000 residents. Action requested: Approval of Amendment No. 1, Contract Y24-2025, Providing Funding for Medical Debt Relief Federal Subrecipient Agreement, with Medical Debt Resolution, Inc., for $2 million, for a revised not-to-exceed amount of $6.5 million. Item C-9: Approval of Community Services with The IMPACT Outreach Ministry of Central Florida
This amendment provides additional funding to expand reading and math programs that prevent and address learning loss by strengthening foundational academic skills in the early grades. With this increase, the total value of the three-year contract will be $562,500. The additional funding comes from rollover dollars in the Children’s Services Fund, which must be allocated by the end of 2026. Action requested: Approval of Amendment No. 1, Contract Y24-2027, Provision of Community Services, with The IMPACT Outreach Ministry of Central Florida, Inc., in the amount of $112,500, for a revised contract total of $562,500 for a three-year term. Item E-1: Approval and Execution of Victim Information Notification Everyday Services The Florida Department of Corrections (FDOC) provides statewide Victim Notification and Information Service Network (VNS) and Victim Information and Notification Everyday (VINE) services to help keep victims of crime informed. These services notify registered victims when an offender is released from custody or escapes, helping them stay aware of important changes in an offender’s status. Action requested: Approval and execution of the Memorandum of Agreement between the Florida Department of Corrections and Orange County for Victim Information Notification Everyday services. The Board will receive a mid-program update on the five-year, $100 million Accelerated Transportation Safety Program (ATSP). ATSP supplements existing capital improvement plan funding for sidewalks, roadway lighting, transit, and other safety improvements that support the County’s Vision Zero goals. Item D-5: Solid Waste Rate Resolution
This public hearing is to adopt a revised fee schedule for solid waste disposal at Orange County disposal facilities. The resolution revises certain disposal fees, establishes a lower automatic annual fee adjustment than the adopted adjustment applied in each of the previous three years, and includes provisions for severability and an effective date. The resolution implements recommendations from the comprehensive Solid Waste System revenue sufficiency study completed in 2023. Action Requested: Adoption of the revised fee schedule for solid waste at Orange County disposal facilities. (departamento de servicios públicos)

Item C-1: Billboard Exchange Program
The Board will receive an overview of a proposed Billboard Exchange Program that would allow some nonconforming static billboards to be converted into digital signs while reducing the overall number of nonconforming billboards. Staff will also seek Board feedback on the proposal and provide direction on moving forward with drafting an ordinance. For informational purposes, no action is requested. (División de Zonificación)
